[NCUC-EC] Fwd: Constituency Review questionnaire

A quick clarification on this point: my understanding was that it's
only a textual ambiguity. That is, the intent was to exclude only
membership in non-NCSG constituencies (commercial, registries &c),
while still allowing membership in multiple NCSG constituencies
(as NCSG Charter explicitly does).

Assuming I have understood correctly, it should not be hard to
clarify the text so as to make it clear what is intended.
