[NCUC-EC] [NCUC-DISCUSS] email in response to ICANN blogpost

Sorry - has it been finalized yet?

The letter looks finished, and looks good to me, but we should probably get
the statement into its final form before we approve it as an NCUC
statement, no? Still looks like a work in progress to me.
