[NCUC-EC] FAQ for newcomers

To be honest I think this needs a lot of work. Its just pitched weirdly and uses difficult to understand language for Newcomers. 
For example, ICANN 'develops policy on the Internet's unique identifiers’ but doesn’t explain what unique identifiers are.
