[NCUC-EC] FAQ for newcomers

cc Farell Folly

An important material for NCUC website has been finalized by Farell
Folly, NCUC member supported for ICANN59.

Farell worked really hard to try and address all ideas and comments
NCUC members had about an FAQ.

Knowing that an FAQ can be continuously updated, we'd like to kindly
ask EC to let us publish this version

New suggestions, corrections etc can be incorporated on new versions of FAQ.
