[NCUC-EC] The representative to .ORG

Dear EC,

EC is responsible for appointing the representative to the Public Interest
Registry Advisory Committee.

In the past, the Chair of NCUC has taken this position so at the moment we
have Rafik as the representative.

Since our leadership has changed, I would like to take over this position
from Rafik until we make a call for candidates and EC decides who to
appoint.
