[NCUC-EC] Applications for travel support

Hi all,
I went through the applications. There are three submissions from newcomers
that looked good to me: Louise, Grace and Ming.
Then... It dawned on me that we have a very unique situation, when due to
the fact that two of those three newcomers would be in Valencia, we can
bring three people from regions: Latin America, Africa and Asia-Pacific -
normally we would never afford bring three peopel from those regions at the
same time due to the budget restrictions. Louise asked for 2000, Grage for
1343 and Ming for 200 USD for ticket + accommodation.
I was thinking if we give 1800-1900 to Louis (as she travels from Brazil),
1300 to Grace and 800 to Ming we will bring three people from the regions
whom we can mentor with the focal points - and all this within 4000 budget.
Of course, they will have to engage before ICANN and demonstrate their
willingness to contribute, as Farzy stated in her call (otherwise we
reserve the right to revoke the fellowship), but I find the possibility to
give the funding to people from three regions and see their engagement
prior to ICANN meeting a great opportunity for us.
What do you think?
I am ready to consider other options, but this is my initial assessment.
