[NCUC-EC] Applications for travel support

Please find attached the application for travel support from NCUC members.

I announced that we will decide by 15 Jan but I think we should be quicker
and decide within 3 days so that the selected members can start getting
engaged sooner.

We have received mentor applications from Aarti and Hago. Others  will be
mentees. We do not have to select a mentor, they can all be mentees and
then we will put them in touch with our focal points on policy to mentor
them or EC members can do so.

There are no limit as to the number of travellers. There is a limit to the
budget, it should not go over 4000 USD.
