[NCUC-EC] Fwd: Fw: NCUC at RightsCon

I take it as there will be folks from developing countries on EU for
ICANN58 looking for funding to go to Rightscon, perhaps they should be
given this opportunity too. But for that, there should be an open call.
Since time availability doesn't permit, I'd agree on sending anyone who
agrees to the following task: reporting back to NCUC via a blog post and
running NCUC twitter there for a while.
