[NCUC-EC] ICANN61 additional seat in Leadership Course possibility - 7-9 March

Dear EC

Thanks for the show of interest.

DPRD recanted our additional seat in this course due to "noncommittal
language" in the ABR.

However, as you can see, anyone can apply to this course as "incoming leader"

Chairs used to have a seat, and could name an alternate. Last year
Farzaneh could not go so Ines was an alternate.

I believe a request such as this could count. I'll send the name of
the 1st person who replied. Deadline is 22dec.

However, I have no idea how this will play out.

I may go to InternetFF, I may not. If I do, an alternate will go to this course.

Maybe DPRD recants the recanting and accepts 2 people.

If you all apply and get selected as "incoming leaders" that would be good.

I suggest everyone interested applies. Wait until 22dec. Maybe the
recantation continues.

Training is important, especially for newcomers to positions.

Worse thing that could happen is we are not selected and we can do
NCUC Policy Course calmly and prepare for the WGs meetings.

We won't get to be cooking ;)
