[NCUC-EC] Save the date announcement - outreach in ICANN59 Johannesburg - funding info

That is true. but how about just getting rid of 3 days before and say
before ICANN 59 which will start on Monday (date). Then it might not be as
confusing.

Also mention that outreach starts on Friday afternoon, so if they want they
can arrive in the morning of Friday and attend
