[NCUC-EC] Hyderabad Meeting Request

Hi,
Quick amendments:
- ncsg-board meeting is in the morning of constituency day. So we need to
change time for our session to afternoon depending of ncsg schedule
-outreach session should be 3hours
- EC meeting will be used for charter consultation
