[NCUC-EC] Review NCUC Travel Support Applications

Hi,

I see a Michael as strong case because his involvement in workstream and
clear interest on that (e.g. DIDP), also being the representative of an
organisational member like Center for Law and Democracy which would make
sense to engage more.
