[NCUC-EC] NCUC election ballot

[Tapani Tarvainen]

People without access to Google Docs have not been able to participate much,
and referring to it in the ballot makes it worse.

Maybe you could consider putting the final version here:

http://www.ncuc.org/governance/bylaws/bylaws-revision-2016/

and referring to it in the ballot.
