[NCUC-EC] NCUC election ballot

Good. But it'd be better to do it early enough that the ballot could
refer to it rather than the google doc version. In principle it is bad
if the ballot only refers to something some voters can't access.

(I also find it a bit problematic that the bylaws proposal has only
been finalized a few days before the election, but that can't be
helped now.)
