[NCUC-EC] NCUC election ballot

Hi Rafik,
Not my decision but I certainly was confused as to what was actually
proposed - indeed I didn't notice any explicit suggestion to change
the weights until now I looked at the latest ballot version.
Anyway, if you do decide to ignore the precedent and switch to 1-2-2
weights, it would be good to make sure everybody knows and understands
it - announce and maybe even discuss it on the ncuc-discuss list, lest
anybody complain about last-minute surprise changes.
