[NCUC-EC] adjusting Bylaws consultation dates

hi everyone,

since the dates for the NCUC election voting is 21 Nov. - 4 Dec, we should
adjust our current timeline for the bylaws change. we can extend
the consultation period and final review by 1 week and have the final
version of bylaws before the 21st..

we need to agree as EC on this and announce it asap. for reminder we will
have the bylaws discussion session this Tuesday.
