[NCUC-EC] CROPP

Hi,

As everyone else has expressed their opinion and approved this proposal, I
have no objection. It is a shame that we have not gotten other proposals
from other regions.
 I think Ed supports his application very well. I think  the activities
that he is going to be doing are justifiable for CROPP. Time is short and
we have not received anything else so lets approve.
