[NCUC-EC] ICANN 55/Visa Issuing

Hi Joao,

the local host was contacted and we requested help, unfortunately it didn't
work, it didn't even bother to reply.
it is still unclear what happened exactly, the embassy stated that Sonigitu
is not the list of attendees shared by icann while he got the invitation
letters and registered. on other hand, James could make it.
