[NCUC-EC] Outreach for NCUC

Hi everyone,

Is it possible to approve this request: We have arranged an informal
outreach in Helsinki on 25 June at a bar. The venue is for free but we
wanted to cover a limited number of drinks and snacks. We still don't know
how many locals will turn up, we will most probably find out by Friday. I
was wondering if EC could approve a budget of 400 euros to cover snacks and
drinks.  This is just the maximum amount and  might not be spent as we
still don't know how many attendees we are going to have and we limit the
number of drinks to two to save costs.
