[NCUC-EC] LA intersessional

All,

It appears Rafik may be unable to go to the intersessional in LA,
and in any case he's offline several days leading to it.

Someone from NCUC EC, someone who will be in LA, should take over
as contact point for LA arrangements while he's gone.
There's not much to do, arrangements are pretty complete,
so that's not a big task, and I'll be there anyway,
but someone should speak with NCUC's voice if need be.
