[NCUC-EC] Intersessional- Topics

Third rail was an expression suggested by Greg at the time. It's a fun read

Matt is our additional delegate. I think discussions must include him.

I'd like to discuss some content before the preparatory meeting for
intersessional so that we will be prepared. Via email or a very brief
meeting.
