[NCUC-EC] Leadership and Chair courses before and during Copenhagen meeting

Thanks Ines.

Please go ahead and apply. I don't think I can make the leadership course
since it requires taking time off work. Wondering if Anna wants to be your
alternate if I withdraw my application.

I commit to the chair course since it does not require me to take days off.
so I don't think we need an alternate for that. But I will just announce it
tonight on the list and see if someone wants to be my alternate.
