[NCUC-EC] Intersessional travel support applicants

Hi Renata,

Since we really don't have much time for this one we need to act quickly.
Since we have not agreed on a broad set of criteria I am not sure if
mathematical average would work. But how about you give it a try and tell
others if they support people you have come up with. But we need to decide
by Monday the latest.
