[NCUC-EC] FY16 CROPP Program Update and Reminders

I’ve been asked again by staff where we are with this. Deadline for submission is one week.  Someone needs to circulate a draft for others to comment on.  Please don’t make me do this at the last second I am really swamped with other stuff.
