[NCUC-EC] Deciding on the applications for Dublin travel support

Much agree with Stefania here.
Again,remember, Rule NO.2 and NO. 3 are the core of NCUC Travel Support Policy, which is also the purpose we draft this policy for,  in accordance with which, I would propose we offer James $515 and Farz $313, just the exact amount they asked for. The importance of both James (Accountability, etc) and Farz's(DIDP etc) work for NCUC counld not be more highlighted.
Then, it comes to the other four applications:{2.  Jeremy Malcolm (Australia) filed a standard request for the up to US $2,000. First time applicant, member organization. I checked with him whether, if we made a partial offer EFF might be able to make up the difference, and he thought so.  Relevant considerations: he brought a very influential NGO to NCUC so we would very much like to engage him/them more.  He’s already submitted multiple statements on privacy etc, albeit thus far as EFF solo rather than as part of NCUC.  Three EC members have already expressed support for him.
3.  Benjamin Akinmoyeje (Nigeria) filed a standard request for the up to US $2,000.  Relevant considerations: we paid for him to attend Singapore, our first grantee under the program. Haven’t heard much from him since, but he says he’s involved in the the Data and Metrics for Policy Making WG.
4.  James Njoroge Gitau (Kenya) filed a standard request for the up to US $2,000.  Relevant considerations: he applied for travel support for Singapore and for Buenos Aires.   I am unaware of any involvements beyond being on the discuss list.
6.  Jyoti Panday (India) filed a standard request for the up to US $2,000. First time applicant, member organization. Relevant considerations: like Jeremy, increasingly active but so far mostly for her home org rather than NCUC, but indicates a strong desire to get into the stream with us on such items as DIDP, domain seizure and blocking, privacy & proxy services accreditation issues working group, human rights.}
When we talk about Jermey and Jyoti's applications, I got to know that they are both first-time applicants and organizational members, but the question here is that are we going to award NCUC funds to them owing to their organization rather than taking about their work for NCUC(as stated in Rule 2 and Rule 3 of the Policy)? If we talk about "ENGAGING" them, then award them each $1000 please. If we talk about their involvement and contributions to NCUC, then I am inclined to think that they are not quite qualified  yet according to the NCUC Travel Support Policy.
My thinking of the rules also apply for Benjamin and James Njoroge Gitau. Even though James Njoroge Gitau live in the very rurual and poor slum in Kenya, he is not contributing to NCUC as we have expected the way he should be.  The same to Benjamin.
So my final decision is that we offer James $515 and Farz $313 and save the remaining.
I  would like to approach James Njoroge Gitau and see how he would really be engaged to do some discussion work, e.g, working in a PDP, etc.

My thoughts.Looking forward to your replies.

Bill, definitely there should. 

Actually, it is in the rules we set for funding (rules no 2 and 3):



Are actively and verifiably engaged in NCUC’s work, for example constituency governance, NCUC/NCSG policy discussions, or GNSO or cross-community working groups;
Need to be at a given meeting because the above mentioned work will be advanced there;

So then my question remains, if part of our thinking here is people who’ve never received support from us, shouldn’t there be some preference for those who are engaged in the work and life of NCUC.

The fellows list includes alumni, and the names listed below are former fellow like fahd who is icann staff now.  Janice try to have the new and alumni fellows.
Discussed previously with farzaneh, I know that she doesnt have any funding and coming by herself. That is why she applied for ncuc support.

Ok thanks, others please weigh in.

I have checked with Jyoti and like Jeremy if we are only able to provide partial support her home institution would be able to help get her there.

I suppose another way we could do it, sort of squaring the circle between the first two suggestions below, would be to offer James and Farzaneh exactly what they asked for and then split the remainder of the up to $4,000 evenly between Jeremy and Jyoti?

So I guess this didn’t happen.  But let’s move on and not make this too complicated.  Again, the first CFP yielded only one app, from Arun, and we gave it to him, but then an extra ICANN full support slot opened up so we moved him to that and reopened the call.

We say in the policy 

For each meeting, up to two members may each receive support of up to US $2,000. Covered travel expenses may include conference-related airfare, visas or related fees, lodging, and airport taxis. If the actual cost of these items is greater than $2,000 the
 member will be responsible for the difference. NCUC cannot provide a per diem or cover other expenses.

On the assumption that applicants would need air fare plus at least some hotel covered in order to attend, we didn’t bother with specifying that the up to $4,000 could be divided more ways if we want to offer partial support to more people.  But since it’s
 not ruled out, I'd think it’s ok if that’s what we want to do.

Requests Received:

1.  James Gannon (Ireland) requests 450 euros (US $515) for hotels so he doesn't have to travel 100 kilometers back and forth from home to Dublin.  Relevant considerations: he’s inter alia helping to organize our Saturday outreach event and heavily involved
 in the accountability work, but also received support from us before.

 active participant in CCWG-Accountability, working on DIDP stuff with Ed and Sarah, and I’ve asked her to be a conversation starter at our outreach event Saturday.

6.  Jyoti Panday (India) filed a standard request for the up to US $2,000. First time applicant, member organization. Relevant considerations: like Jeremy, increasingly active but so far mostly for her home org rather than NCUC, but indicates a strong desire

So, tough call.

Bearing in mind the need to focus on getting people to the meeting who are already involved in something pressing, or who are likely to get more engaged in NCUC and become real contributors, one solution might be to divide one of the regular slots as follows:
 James up to $500, Farzeneh up to $500, and Jeremy up to $1,000; and offer the other full slot up to $2,000 to Jyoti.  Actual amounts depend on receipts submitted to Milton for airfare, visas or related fees, lodging, and airport taxis.

Other ideas? Thoughts?  Please let’s wrap this up but Monday so we can notify people, they’ll need to make reservations and seek visas pronto.
