[NCUC-EC] Deciding on the applications for Dublin travel support

Hi,

Farzaneh cannot apply as fellow anymore and last time she came as "coach"
for new fellows.
The fellows list includes alumni, and the names listed below are former
fellow like fahd who is icann staff now.  Janice try to have the new and
alumni fellows.

Discussed previously with farzaneh, I know that she doesnt have any funding
and coming by herself. That is why she applied for ncuc support.
