[NCUC-EC] Deciding on the applications for Dublin travel support

So I guess this didn’t happen.  But let’s move on and not make this too complicated.  Again, the first CFP yielded only one app, from Arun, and we gave it to him, but then an extra ICANN full support slot opened up so we moved him to that and reopened the call. Six applications this time, curious but whatever.

We say in the policy 

For each meeting, up to two members may each receive support of up to US $2,000. Covered travel expenses may include conference-related airfare, visas or related fees, lodging, and airport taxis. If the actual cost of these items is greater than $2,000 the member will be responsible for the difference. NCUC cannot provide a per diem or cover other expenses.

On the assumption that applicants would need air fare plus at least some hotel covered in order to attend, we didn’t bother with specifying that the up to $4,000 could be divided more ways if we want to offer partial support to more people.  But since it’s not ruled out, I'd think it’s ok if that’s what we want to do.

Requests Received:

1.  James Gannon (Ireland) requests 450 euros (US $515) for hotels so he doesn't have to travel 100 kilometers back and forth from home to Dublin.  Relevant considerations: he’s inter alia helping to organize our Saturday outreach event and heavily involved in the accountability work, but also received support from us before.

2.  Jeremy Malcolm (Australia) filed a standard request for the up to US $2,000. First time applicant, member organization. I checked with him whether, if we made a partial offer EFF might be able to make up the difference, and he thought so.  Relevant considerations: he brought a very influential NGO to NCUC so we would very much like to engage him/them more.  He’s already submitted multiple statements on privacy etc, albeit thus far as EFF solo rather than as part of NCUC.  Three EC members have already expressed support for him.

3.  Benjamin Akinmoyeje (Nigeria) filed a standard request for the up to US $2,000.  Relevant considerations: we paid for him to attend Singapore, our first grantee under the program. Haven’t heard much from him since, but he says he’s involved in the the Data and Metrics for Policy Making WG.

4.  James Njoroge Gitau (Kenya) filed a standard request for the up to US $2,000.  Relevant considerations: he applied for travel support for Singapore and for Buenos Aires.   I am unaware of any involvements beyond being on the discuss list.

5.  Farzaneh Badii (Iran) requests 274 euros (US $313) for airfare from Germany and visas. First time applicant. I believe she’s probably underestimating her costs a bit in the hope we’ll help and she makes up the difference elsewhere. Relevant considerations: active participant in CCWG-Accountability, working on DIDP stuff with Ed and Sarah, and I’ve asked her to be a conversation starter at our outreach event Saturday.

6.  Jyoti Panday (India) filed a standard request for the up to US $2,000. First time applicant, member organization. Relevant considerations: like Jeremy, increasingly active but so far mostly for her home org rather than NCUC, but indicates a strong desire to get into the stream with us on such items as DIDP, domain seizure and blocking, privacy & proxy services accreditation issues working group, human rights.

So, tough call.

Bearing in mind the need to focus on getting people to the meeting who are already involved in something pressing, or who are likely to get more engaged in NCUC and become real contributors, one solution might be to divide one of the regular slots as follows: James up to $500, Farzeneh up to $500, and Jeremy up to $1,000; and offer the other full slot up to $2,000 to Jyoti.  Actual amounts depend on receipts submitted to Milton for airfare, visas or related fees, lodging, and airport taxis.

Other ideas? Thoughts?  Please let’s wrap this up but Monday so we can notify people, they’ll need to make reservations and seek visas pronto.
