[NCUC-EC] URGENT: ICANN Buenos Aires Meeting

I'm pretty sure the time Marc Perkel came to the ICANN meeting in 2013, he was filling-in for Councilor Wendy Seltzer and so was on an NCSG ticket (not NCUC).   I remember filling that spot at the last minute with Marc for Wendy when I was NCSG Chair.
