[NCUC-EC] CROPP request from David Cake

Hi Bill,

speaking as observer here, I also thought few months ago about Rightscon
and missed the opportunity to submit a workshop proposal. I cannot make it
anyway in March, so it will be good to have Dave there and if he can make
clear plan about the outreach toward  many activists and NGOs who are not
familiar with ICANN and our work . btw there is a session regarding ICANN
and IANA, maybe worthy to find a speaker slot or at least make us visible.

You’ll recall he CROPP program offering 5 slots of “in-region” travel
support for “outreach” attendance at other meetings, I’ve described it
several times at CD meetings and on list.  We’ve never applied (At Large
has been all over this) but should, and I will be doing so for EuroDIG in a
bit.  In the meanwhile, David has gone ahead and done one, see below.  I
propose we approve the request. We could even take note of having done so
whenever we next hold a formal meeting, I guess this would make someone
happy.

The procedure seems to be that a prospective applicant fills in one of the
template applications on Confluence, then the Constituency contact approves
it (you and Pranesh are listed as constituency contacts, that might need to

I spoke to Rob Hoggarth, he says the program allows for 5 applications per
constituency, and applications are within regions, but the applications are
not region specific (so it is no problem if two are from same region).
ICANN also seems to have, at some points, gone from 5 regions to 8, and
Australasia is now separate to Asia, but apparently this rule can be bent
with the approval of the relevant regional director, who I think has to
approve it anyway.
Anyway, here is my application, reject or approve as you will, Rob Hoggarth
seemed to know the details of the program well.
