[NCUC-EC] CROPP request from David Cake

Hi

You’ll recall he CROPP program offering 5 slots of “in-region” travel support for “outreach” attendance at other meetings, I’ve described it several times at CD meetings and on list.  We’ve never applied (At Large has been all over this) but should, and I will be doing so for EuroDIG in a bit.  In the meanwhile, David has gone ahead and done one, see below.  I propose we approve the request. We could even take note of having done so whenever we next hold a formal meeting, I guess this would make someone happy.
