[NCUC-EC] let's start

[Rafik Dammak]

Hi everyone,

just for info, NCSG EC approved several new members and some of them
applied to join ncuc. as the practice, those new members were vetted by our
rep in NCSG EC. they were added to ncuc mailing list and membership list
updated
I will send them a welcome message.
