[NCUC-EC] Soliciting Nominations of Candidates for NCUC Delegate to the ICANN 2016 NominatingCommittee

I was going to write to the EC today but Peter beat me to it. Thanks for being on top of things :-)
1. By this message I officially confirm that I would like to be considered for the Nomcom position. I had wanted to join Nomcom last year, but Brenden wanted to continue and I was persuaded to stick around and see through the various reforms/improvements I’d started when first elected. But this has been percolating in the back of my head as the best post-chair role in which I could make further contributions, so I’m happy to be finally under consideration for it.
2. As you know, Remmy has also expressed interest in the position. This is good, for appointed positions we normally don’t get enough volunteers stepping forward, and indeed in my time I’ve often had to pester and follow up repeatedly with people to get one good candidate for any given slot. So having a choice is a bit of a luxury. Since I didn’t know much about him and guessed others might not either, I asked Remmy to provide a sort of candidate statement for the EC’s consideration outlining his service to NCUC and reasons for wanting to be on the Nomcom; it is attached, so please do read carefully. It seems he’s been an individual member for several years, but has been mostly involved in the ccTLD environment.
3. Through some convolutions the question of filling this slot has become entangled with larger issues of diversity. I will write to ncuc-discuss to try and disentangle this a little so the thinking is clearer, but from there will not engage further so as not to be perceived to be self-serving.
4. I think Peter’s proposed timeline is sensible and pretty much the only logical option, so I will pass that along to ncuc-discuss. I guess the five of you should consult off list, not in front of me. As always, the EC should also be prepared to take on board inputs from others subscribed here, i.e. our reps to the NCSG EC (Rafik, Tapani, and Robin) and Treasurer (Milton), as they form part of our leadership team and happen to have significant background knowledge of who who’ve had on NomCom why and what is needed from the person in the role.
5. With respect to criteria, we should be clear that the ones specified by ICANN for all parts of the community are not the only ones we’ve taken into consideration over the years in NCUC. Every part of the community is free to decide who it thinks will serve it best based on its own considerations. I don’t have time to dig through the ncuc-discuss archive at the moment but you could take a look at the discussions on list surrounding previous years’ appointments. Additional things we’ve considered in the past include, inter alia,
a. Record of involvement with NCUC, contributions to the group, participation in its work, reliable linkages to people in various leadership positions and the general membership for the purpose of consultation, information flow, etc.
b. A specification of Nomcom no. 2: wide contacts in and experience with global civil society, so that the person can plausibly try to recruit top people for top positions (e.g. there are board slots to fill).
c. An ability to play well with other children. The Nomcom is dominated by business groupings, ALAC, etc., and the politics and strategic games can be rather intense. We actually had a NCUC representative resign a couple years ago in frustration, so it’s important that the person has the stomach for shenanigans, knows what the other groupings are trying to do and why, and can work with them well and be taken seriously.
Of course, the EC is free to decide that additional considerations beyond ours and the standard Nomcom list should be considered, although if you decide to alter things it’d be good to consult with members.
The stakes in this are fairly high, as we’ve seen in particular in Council, where NomCom appointees have frequently sided with the CSG over the NCSG on crucial votes. It’s not easy to recruit and negotiate the appoint of people with progressive agendas friendly to NCUC, so the person has to be ready for battle.
