I don’t know how complicated we need to get here from a methodological standpoint. When the time comes let’s think about what we need at the particular meeting, whether there might be other options for unfunded people, etc.

Let’s also remember that dealing with ICANN travel slots and NCUC travel support should occupy a rather small part of the EC’s bandwidth. There is much more we could and should be doing as a group that is not being done.  Some help with e.g. organizing an outreach event in BA, the Membership Affairs Team, the website, and many other items would be really very welcome.

First, the fact that we have more applicants than funds is a sign of success. I am surprised it took this long to happen.
Second, please don’t forget for one minute that we are not ICANN, the US government, the Ford Foundation, etc: we do not have a large, relatively stable income stream, and we are not running an aid program. Stefania is 110% right - the choices should be based on criteria, and those criteria should very clearly and directly serve the immediate agenda and goals of the Constituency at a particular meeting. It should NOT be based on personalities, feelings, likability, first come first served, and other extraneous things. Also, keep in mind that there is a fellowship program from the much richer ICANN that can bring in new and untested people.

RE: Travel Support application for James Gannon – ICANN 53 Buenos Aires.
Summary:
ICANN 53 would be my first full ICANN meeting having attended the CCWG and CWG Face to Face meetings in Istanbul. I feel that there would be great value to the NCUC in my attendance due to the active work of a number of WG’s that I am involved in.

Due to the distance and inconvenient transport links to South America (I would have to fly 3 legs via both London and New York for the lowest cost airfare) from Dublin, my airfare will be particularly high so I would suspect that I would require the full travel support amount of $2000USD, however this would be offset by my ability to attend the Dublin and possibly Marrakech meetings without any financial assistance.

I will note I am happy to attend using either the travel support or via one of NCUC’s constituency seats for ICANN 53 if preferable.

If references are required, I have been working particularly closely with the following members in various working groups (Please note I have not contacted either of these members with regards to my application):

Please find below an overview of the eligibility criteria and my responses.
Eligibility Criteria Overview
To receive travel support, applicants must be NCUC members in good standing who:


  *   Voted in the previous year’s NCUC election, if eligible at the time.

Having joined NCUC post election I have not cast a vote to date, but am eligible and will be an active voter in the next election.

  *   Are actively and verifiably engaged in NCUC’s work, for example constituency governance, NCUC/NCSG policy discussions, or GNSO or cross-community working groups

I am active in the following areas of interest for NCUC that will be actively meeting and working at ICANN 53:


  *   CWG-Stewardship - Having been a participant since the inception of the CWG I have been active in the group with a specific focus on maintaining the security and stability of the IANA through the transition. I have contributed both in the overall CWG representing a neutral viewpoint both as a non-US based participant and as a participant with a strong technical background.


  *   CCWG-Accountability – Notably the Independent review and ombudsman work parties where I have been working with NCUC members and Robin Gross in particular to bring a strong independent review and accountability mechanism to fruition.


  *   PPSAI PDP Working Group - I have been very active with the Privacy and Proxy Accreditation WG since joining NCUC, my area of focus has been on finding a balance that recognises that ‘reveal’ requests under the auspices of this new policy will have an impact outside of the realm of trademark infringement most notably that high risk non-commercial users such as activists, support groups and non traditional media may be the subject of malicious or ill conceived reveal requests and that the policy must provide adequate protections for such users of privacy proxy services.


  *   IAG-WHOIS - The IAG on WHOIS Conflicts with national law is a critical piece of work that I have been attempting to drive some progress on. My interest is in allowing contracted parties to become exempt from certain areas of WHOIS when they are in conflict with national data protection laws. With Privacy being one of the core tenets of NCUCs mission I feel that this is critical work for us.


  *   Need to be at a given meeting because the above mentioned work will be advanced there

The Buenos Aires meeting is a key milestone for both the CWG and CCWG with multiple meeting scheduled over the ICANN 53 timeline. Initially there was a facilitated face to face meeting planned for the PPSAI WG, however due to scheduling conflicts this will not take place, however the WG co-chair and I spoke at Istanbul and he hopes that there will be a number of discussions and face to face time spent on the issues during the BA meeting.
I am planning to propose an informal meeting of the IAG on WHOIS during the BA meeting to attempt to add some sense of urgency and to attempt to formulate a path forward within the group which to date has not made any great progress on the issues at hand.
There are a number of other informal meetings and social events are planned that I have been asked to attend in my personal capacity but that I feel would be beneficial to the cause of the NCUC by reaching out to other stakeholder groups and by integrating the ethos and mission of the NCUC into the greater ICANN sphere of influence.


  *   Agree to participate in any NCUC, NCSG and GNSO meetings held during the meeting

I plan to attend any meetings held by the above groups during ICANN 53.


  *   Agree to write a brief post-trip blog post for the NCUC website reflecting on the meeting’s main developments of relevance to NCUC

I agree to the above.


  *   Did not receive NCUC funding to attend the immediately previous ICANN meeting, unless exceptional circumstances require their presence at two consecutive meetings. (Note: this criteria only applies to regular ICANN meetings, as below)

I have not received funding for any previous ICANN meeting. I would also note that I attended the Istanbul meeting of the CWG and CCWG with great success and would not require any funding to attend the Dublin meeting for ICANN 54 thus allowing me to attend 3 consecutive ICANN meetings on behalf of NCUC while only requesting funding for a single meeting. I feel that this would provide a good return on the investment for the constituency. I would also be liely to attend ICANN 55 in Morocco as the travel cost from Ireland would be quite low.


  *   Agree to make their own travel, accommodation, visa, and related arrangements and be reimbursed after the trip. NCUC cannot provide funds in advance of meetings or any administrative support.

I do not require any administrative support, as I am an Irish citizen I do not require a visa for Argentina, and am happy to be reimbursed post ICANN 53.
