[NCUC-EC] Monika Zalnieriute Application for Travel Support for Buenos Aires

I think it is imperative that we have Monika in BA for these human rights discussions. We must utilize her high-level expertise on this issue at this time or we will be missing a very crucial opportunity to make headway on human rights at ICANN.
