[NCUC-EC] Financial report for 2013 and to February 2014

The document Milton circulated notes:
"(5k receivable, need to re-invoice ISOC)"

It would be useful to know:
  * Who it was invoiced by originally and for what, when, where, etc.
  * Why that invoice was defective
  * Who in ISOC was dealing with this.
