[NCUC-EC] Travel Support Los Angeles ICANN

Hi
With Glen pressing me for an answer and not much discussion of alternatives here I’ve taken the following action which I hope everyone can live with. Since Robin asked for travel support and we’d probably have ended up opening NCUC’s piggy bank to help anyway, I have notified Glen that the covered travelers for LA will be me, Stefi, and Robin.
If we need to take some action down the line to help someone else who needs to be there, we can cross that bridge then.
Milton is checking in London to see if there will be IGF funding for the IANA CC. If so then we still would have a slot there to work with.
