[NCUC-EC] travel support for ICANN #51

Hi Bill,

I would need to request hotel in LA and also transportation to LA from SF.  I will drive down, but don't have a car so have to rent one for the drive.  The cost of driving is the same as flying from SF so I can go either way.  Let me check and nail down the figures.
