When the new EC is installed next week following the conclusion of the election, consideration of travel requests will be our first order of business. We will try to have decisions announced by the end of next week before people leave for Christmas holidays (if applicable) so the travelers can get started on making arrangements. Please note that unlike ICANN-supported travel, we generally cannot pay in advance and cannot help with visa applications etc. This is a shoe-string operation being run by fellow volunteers, so please bear with our constraints.

To receive NCUC travel support, applicants must be NCUC members in good standing who:
1. Voted in the previous year's NCUC election, if eligible at the time;
I voted in the last NCUC election, as the APC representative
2. Are actively and verifiably engaged in NCUC's work, for example constituency governance, NCUC/NCSG policy discussions, or GNSO Working Groups;
I am actively involved in the NCUC list and in NCSG Policy Committee and
discussions. I am an NCUC representative on the NCSG policy committee
and participate in NCSG policy meetings and related work. I am a
participant in the IANA transition working gorup and on the ICANN
accountability working group. I have also participated in the discussion
on human rights and ICANN and am supporting preparation for a cross
constituency meeting during ICANN 52. As a former GNSO Councillor for
NCSG, I continue to follow and support our GNSO Councillors and related
NCUC work.
3. Need to be at a given meeting because the above mentioned work will be advanced there;
At ICANN Singapore there will be several important meetings relevant to
the IANA transition and ICANN accountability which will advance work and
set the scene for the remainder of 2015. There will also be a cross
community meeting on human rights, which will seek to advance discussion
about human rights in ICANN. I need to be at this meeting in order to
support advancing the discussion of human rights in particular. While I
participated remoted on this topic during ICANN 51, I believe remote
participation limited opportunities for input and that it is critical to
be at this next meeting in order to support discussions, help answer
questions and to advocate for NCUC's work in this area.
4. Agree to participate in the NCUC, NCSG and GNSO meetings to be held during the meeting;
I agree to participate in each of the NCUC, NSCG and GNSO meetings
during ICANN 52.
5. Agree to write a brief post-trip report for the NCUC website reflecting on the meeting's main developments of relevance to NCUC;
I agree to write a brief post-trip report for the NCUC website. I am
also happy to provide twitter feeds to #NCUC during the ICANN meeting.
6. Did not receive NCUC funding to attend the immediately previous ICANN meeting, unless exceptional circumstances require their presence at two consecutive meetings.
I did not received NCUC funding to attend ICANN 51.
Applications should address each of the above points and are to be submitted via email to the NCUC Chair. The EC will review the applications and strive to announce its decisions no later than six weeks prior to the meeting in question in order to facilitate travel planning.
Successful applicants will be eligible for support of USD $2,000 per person. They will be solely responsible for making their own travel, accommodation, visa, and other arrangements. If the total cost of their trip will be in excess of USD $2,000, the applicants will be solely responsible for obtaining any supplementary financing that is needed. If the cost of their travel and accommodation is less than USD $2,000, they may apply the remaining funds to incidental expenses.
Travel from New Zealand to Singapore is relatively inexpensive and at
the time of applying for travel support I have flight cost quotes of
approx $1100 USD. However, these costs will rise if bookings cannot be
made before 22 December. I am hopeful of finding accomodation costs for
less than $1000 USD (4 nights at no more than $250) and would apply, if
travel and accomodation were less than $2000, for incidentals (airport
transfers and meals) support. I have visa-free entry to Singapore.
Normally the funding will be provided by wire transfer after the trip upon submission of travel and accommodation receipts to the NCUC Treasurer. In exceptional circumstances (i.e. involving otherwise unmanageable financial hardship) it may be possible to provide the transfer in advance upon submission of a paid airline ticket receipt and confirmed hotel booking.
