It turns out that I don't have any funding for IGF after all either (although I had thought I would be able to find some by now), so if possible, I'd like to throw my hat in the ring for consideration of the open NCUC travel slot to IGF.  I've organized

After a long and maddening set of exchanges with multiple staff over two months the process of handling IGF travel support is now underway.  



It turns out Milton’s travel will be handled by the IANA Stewardship Transition Coordination Group (ICG).  So we have a free slot to offer to someone who will be involved in helping NCUC be visible and do outreach etc.  It seemed from prior exchanges here
 that most EC people who intend to go have funding, is that right?  If so, suggestions on other relevant members?  We need to move on this quickly, alas.



It also appears that someone in the ICANN hierarchy is reluctant to agree to the terms of our approved budget request (@!) with respect to arrival dates.  I at least must get to Istanbul a couple days early for the Day Zero NETmundial followup event, which
 includes my edited book release, and the Best Bits meeting.  If I cannot resolve this with them I may need to ask NCUC for a day or two of hotel, will let you know.

Milton has informed me that he is now able to attend the IGF but does not have budget for the flight.  Given the discussions of IANA and many other ICANN-related issues that will be going on there and the fact that he was invited to speak on one of the
 main session panels, I would think it makes sense for us to get him there.  An added benefit, he is able to cover his hotel costs through another budget, so we could ask ICANN to allow us to split the support as they have in the past for ICANN meetings in
 order to help another person get there.  I’m not sure they’ll agree of course, TBD.

So NCUC is supposed to get two travel slots for these.  Separately, Rafik submitted one for NCSG, which was also approved,

That’s 3 travel slots, one each NCSG/NCUC/NPOC.  The NCSG would be Rafik, the NCUC would be me, and I don’t know who NPOC would want to send to speak about this topic.  



So we have two travel slots to fill.  



I have for the past two months been bugging staff trying to figure out how this will be handled and by whom, as I really need to get my travel sorted due to other back to back meetings just before and after IGF.  After having gone through five different
 correspondents I have at last found my way to the right person (as you might guess, they don’t have a standard division of labor on this), and she’s asking who the other NCUC travelers will be.



I would argue that if she wants it, one of those slots should go to Stefi, as she worked with me on submitting the proposal for 185 and will be the Remote Moderator and Rapporteur (brief report to the IGF afterwards, otherwise NCUC can’t submit a proposal
 the following year).  



For the other slot, I would have made the same argument for Lea Kaspar, who submitted and will be the Remote Moderator and Rapporteur for 153.  However, I checked with Lea, and she doesn’t need the support, her employer will send her to Istanbul anyway.
  So that means we have one slot to allocate to someone who’s doing or will be doing work for NCUC.



Oh, I should add, staff added a new condition to our budget approval: 



"Pending acceptance by the IGF MAG of this program 7 support for 2 NCUC travelers is  allocated. Travelers must agree to produce a trip report on what the support made  possible 7 i.e., other work, mtgs. Travelers will be expected to give some support time to  ICANN while at the IGF meeting (e.g., booth attendance, etc.,). ICANN staff is not  available to support session development, preparation or other support.”



As I did the work of assembling the workshops, I think it’s reasonable that the two covered travelers also conspire on drafting said trip report to ICANN.



Ok, so…suggestions?
