[NCUC-EC] Spanish language brochure update / Travel funding proposal

Hello,

I guess we all should do some social reporting: tweeting , blogging etc
during ICANN meetings. and Roy can do the spanish part. we should flood the
ICANN hashtag.
social reporting and blogging can serve outreach and inreach, informing
membership about ongoing issues in human-readable language.
I usually tweet less at icann meeting but I think that is good opportunity
to be visible and also interact with others from the community
