[NCUC-EC] EC ex-officio changes

All,

but especially Robin and Rafik,

As we decided to substitute Robin for Rafik as our NCSG delegate,
she also become the new ex-officio member to NCUC EC,
so I subscribed her to this list as well.

I didn't remove Rafik yet, as a little overlap there is useful
(Rafik, you can unsubscribe yourself any time you want, or ask
me to do it if you prefer).

The page at

http://www.ncuc.org/governance/executive-committee/

should also be changed - I can do that unless someone else
wants experience in wordpress editing (recommended!).

Robin, could you provide a photo of yourself you'd
like to be used there?
