[NCUC-EC] Travel Finale

Ok the way this shook out was that Wilson said he might get flight support elsewhere but won't know for a few days, Glen said she really needed an answer today, and so we decided to do this: I've given ICANN Tapani and Ed's names as the covered travelers.  NCUC can at a minimum commit to cover Wilson's hotel out of our reserves.  If he doesn't get travel support we'll deal with that then, in any event his flight should cost less than Ed's.
