Dear NCUC members,
My name is Lia P. Hernández Pérez, and I am a Panamanian lawyer based in
Panama City, Latin America and the Caribbean region. I am writing to submit
my candidacy for the position of NCUC Executive Committee for LAC.
No conflicts of interest
With over 15 years of experience in internet governance and digital rights,
I have been an active member of the ICANN community since 2014. I have
participated in numerous ICANN meetings, both in-person and virtually,
since 2018. From 2020 to 2022, I had the honor of representing the LACRALO
as a NomComm delegate in 2023-24 and as an NCUC EC LAC between 2021 and
2022. It was a privilege to serve in this capacity, and I take pride in
being one of the few from Central America to achieve something
significant for a region historically underrepresented in ICANN spaces.
Professionally, I have had the privilege of gaining diverse and enriching
experiences. From 2013 to 2023, I worked at Ipandetec, Panama’s leading
organization advocating for human rights in the digital ecosystem. My work
involved monitoring legislative changes on digital issues, planning
advocacy campaigns, managing projects, and drafting policy reports on
topics such as privacy, cybersecurity, digital identity, and content
moderation, both at the local and regional levels.
Since 2023, I have focused on consulting, with a strong emphasis on
fostering the development of the digital ecosystem in Latin America and the
Caribbean and globally. Throughout these experiences, I have had the
privilege of building an extensive regional and international network,
which has allowed me to work in all three languages I speak fluently:
Spanish, Italian, and English. I have the flexibility to participate in
monthly teleconferences and weekly meetings across different time zones. As
a remote worker, I can adjust my schedule.
Being part of the ICANN community has been an incredibly rewarding
experience, and I am deeply committed to the mission of improving the
digital world in which we live. If elected for this position, I am
confident that I can make meaningful contributions to the
constituency's work, as well as to the broader efforts to promote a more
inclusive and equitable Internet.
