Dear all,

It is with great humility that I seek another term as chair of the
Non-Commercial
Users Constituency (NCUC). I remain sincerely appreciative of the trust,
encouragement, and unwavering support members have extended to me
throughout this year.

Please find below my statement of interest for the position of chair of
NCUC.

Name: Wisdom Donkor
Declared region of residence: Africa; currently residing in Ghana
Gender: Male
Employment: Africa Open Data and Internet Research Foundation / Africa
Community Internet Program
Conflicts of Interest: None
Time availability: Yes

Serving as chair has been both a privilege and a responsibility I deeply
value. Over the year, we have worked together to strengthen the visibility
and influence of NCUC within the broader ICANN ecosystem while ensuring
that the voices of civil society and non-commercial stakeholders remain
active, respected, and impactful in policy development processes.

Together, we have advanced important conversations around rights, public
interest advocacy, inclusiveness, and community participation. One of the
notable initiatives introduced is the NCUC Quarterly Webinar Series, which
has become an important platform for knowledge sharing, policy engagement,
and community interaction among members across regions. The success of this
initiative has also inspired similar engagement models within other
stakeholder groups across the ICANN community. We have also strengthened
collaboration across stakeholder groups, expanded engagement opportunities
for members, and continued to create space for emerging voices across all
regions.

If entrusted with another term, I remain committed to building on these
achievements and focusing on the following priorities:

*1. Expanding Participation and Inclusion*
Continue broadening NCUC’s reach by encouraging active participation from
members across all geographic regions.

*2. Strengthening Public Interest Advocacy*
Advance policies that protect digital rights, freedom of expression,
privacy, access, and the broader public interest within ICANN policy
processes.

*3. Enhancing Transparency and Accountability,*
Promote open communication, inclusive decision-making, and transparent
governance practices that strengthen trust and collaboration within the
constituency.

*4. Empowering the Next Generation of Leaders*
Support mentorship, leadership development, and meaningful participation
opportunities for both new and existing members in working groups, policy
discussions, and community leadership roles.

*5. Deepening Member Engagement and Capacity Building*
Continue creating learning and capacity-building opportunities that equip
members with the knowledge and confidence to effectively contribute to
ICANN processes and policy development.

*6. Strengthening Collaboration Across the ICANN Community*
Foster constructive engagement with other constituencies, stakeholder
groups, and allied civil society organisations to amplify the
non-commercial voice within global Internet governance discussions.

NCUC’s strength lies in the dedication, diversity, and passion of its
members. I firmly believe that our collective efforts can continue to shape
a more inclusive, transparent, and people-centred Internet governance
ecosystem.

I remain committed to serving this community with openness and dedication,
and I respectfully ask for your continued trust and support in the upcoming
election.
