Dear NCUC Community,
I wanted to reshare this in case anyone missed the announcement when it
opened earlier this month.
The DNS Abuse Mitigation PDP1 Initial Report is currently open for ICANN
Public Comment, with submissions due by 28 September 2026.
The Initial Report and Public Comment proceeding are available here:
https://www.icann.org/en/public-comment/proceeding/dns-abuse-mitigation-pdp-1-initial-report-18-08-2026
Given the potential implications of the recommendations and implementation
guidance for registrants, noncommercial users, contractual compliance, DNS
abuse mitigation practices, and related rights and safeguards, I would
strongly encourage NCUC members to review the report and contribute
comments where possible.
The Public Comment uses a guided submission form that asks commenters to
indicate their level of support for the preliminary recommendations and
implementation guidance, with opportunities to provide rationale, propose
alternative wording, comment on the impact assessments, and raise issues
not otherwise covered by the form.
There is also a required summary of the overall submission.
Individual comments are valuable, and this is also an important opportunity
for our community to identify areas where a coordinated NCUC perspective
may be useful.
For anyone interested in participating, I encourage you to review the
report early and share any observations, concerns, suggested wording, or
areas that may warrant particular attention from a noncommercial-user
perspective.
Public Comment deadline: 28 September 2026.
More information on the ICANN Public Comment process is available here:

Best regards,
