[NCUC-DISCUSS] Call for Applications – Renewal of NCUC Representatives to NCSG EC, PC, and FC (Term 2026-2027)

Dear NCUC Members,
On behalf of the NCUC Executive Committee (EC), I am pleased to launch the
call for applications to renew all NCUC representatives to the three
Non-Commercial Stakeholder Group (NCSG) committees for the 2026-2027 term,
with roles starting at the ICANN85 (first ICANN meeting of 2026, as per
NCUC Operating Procedures, Section II(A)(10)). This process is conducted in
line with the NCUC Bylaws, the NCUC Operating Procedures, and the NCSG
Charter.
This call covers the following positions:
- *Two NCUC representatives to the NCSG Executive Committee (EC)*
- *Two NCUC representatives to the NCSG Policy Committee (PC)*
- *One NCUC representative to the NCSG Finance Committee (FC)*
*Committee Roles (per the NCSG Charter)*
*NCSG Executive Committee (EC)*: The EC works with and oversees the NCSG
Chair to ensure the proper functioning of the NCSG according to its mission
and principles. It supervises the Chair’s performance of executive
functions. It is also responsible for establishing and overseeing
membership criteria, rules, and procedures, and reviewing/approving
applications for new constituencies. (NCSG Charter, Section 2.4)
*NCSG Policy Committee (PC):* The PC serves as the focal point for policy
statements issued in the name of the NCSG. It organises policy initiatives
and may provide policy research and guidance to the NCSG GNSO Council
Representatives. (NCSG Charter, Section 2.5)
*NCSG Finance Committee (FC):* The FC establishes and administers the
NCSG’s financial framework, including fundraising, setting voluntary
contribution levels, procedures for distribution of funds, monitoring the
utilisation of funds, and performing treasurer functions. (NCSG Charter,
Section 2.6)
*Required Qualifications (per NCUC Operating Procedures)*
*General expectations for all candidates:*
- Demonstrated recent engagement in NCUC and NCSG activities.
- Updated ICANN SOI and disclosure of any conflicts of interest.
- Ability to work collaboratively and represent NCUC’s non-commercial
mission.
- Candidates are expected to demonstrate significant engagement within
the past 12 months, such as active participation in public comment
initiatives at the NCUC or NCSG level, or at least one ICANN Working Group
(WG) or Implementation Review Team (IRT), or contributing to the
organisation of NCUC outreach and events. Exceptions require compelling and
well-documented justification.
- Candidates should avoid holding multiple leadership roles at the NCSG
and NCUC levels unless strictly necessary and must be ready to step down
from any conflicting leadership role if selected.
- Candidates should be available and willing to actively serve
throughout the full term of the position, participate in NCUC meetings and
discussions, and contribute to ongoing policy and NCUC activities.
*Additional qualifications:*
*For the NCSG EC:*
- Understanding of the NCSG and NCUC governance structure and the
importance of the role, and proven interest in NCSG issues (this might
include helping formulate public comments, consistent attendance in GNSO
Working Groups, and other policy activities).
- Experience or proven interest in drafting and interpreting procedural
and organisational texts.
- Thorough understanding of the provisions within NCSG’s Charter and
their application in practice.
- Appreciation for safeguarding NCSG’s non-commercial nature in its
membership and mission.
*For the NCSG PC:*
- Has documented experience in ICANN policy-making processes, as well as
a demonstrated understanding of ICANN’s structure and mission and of the
Policy Committee’s role and tasks.
- Has contributed previously to the formulation of comments or
statements on behalf of the NCUC or the NCSG and participated within the
past 12 months on either the NCUC or NCSG mailing lists. The candidate can
explicitly justify exceptions to this requirement.
*For the NCSG FC:*
- Has a depth of expertise in financial management, forensic accounting,
and/or budgeting.
- Practical understanding of financial accounts, risk management, and
understanding of auditing processes, as well as any experience with grant
seeking and/or fundraising.

andrea.glandon at icann.org by November 30th, and the selected candidates will
be announced on December 12th, after the first non-introductory meeting of
the NCUC Executive Committee.
