Dear NCUC members,
The following positions are due to appointment or re-appointment.
Kindly review the NCSG charter and NCUC bylaws
Two full representatives to the NCSG-EC
Two full representatives to the NCSG-PC
One full representative to the NCSG-FC
Candidates required qualifications (in addition to the requirements stated
in the bylaws)
1. General requirements:
It is desirable for the candidate to have led at least one public comment
effort at the NCUC or NCSG level and be an active member in one or more
Working Groups (WG) within ICANN or generally been contributing by being
involved with outreach and NCUC events. The active status of the member
should be verified based on contribution to mailing lists or Working
Group transcripts.
The EC can also request references from other active members.
The open positions are the following.

Two full representatives to the NCSG-EC
The NCSG Executive Committee is responsible for working with the NCSG Chair
to make sure the NCSG functions according to its mission and principles.
The NCSG-EC is responsible for supervising and monitoring the NCSG Chair’s
performance of executive functions, and the NCSG-EC may call for a new
chair election. The NCSG-EC is also responsible for establishing and
overseeing membership criteria, rules, and procedures as outlined in
Section 2.2, as well as reviewing and approving applications to form new
Constituencies in accordance with the Section 2.3 below and any applicable
Constituency Recognition Process approved by the ICANN Board of Directors.
The NCSG-EC’s formation, functions, composition, and duties within the
NCSG are set out in Section 2.4
It is the responsibility of the NCSG-EC to establish processes and
mechanisms for continuing outreach to the noncommercial registrant and user
communities.
NCSG Executive Committee Requirements:
a. Understanding of NCSG and NCUC governance structure and the importance
of the role, and proven interest in NCSG issues (this might include helping
formulate public comments, consistent attendance in GNSO Working Groups,
and other policy activities).
b. Experience or proven interest in drafting and interpreting procedural
and organizational texts.
c. Thorough understanding of the provisions within NCSG’s Charter and their
application in practice.
d. Appreciation for safeguarding NCSG’s “noncommercial” nature in its
membership and mission.

Two full representatives to the NCSG-PC
NCSG Policy Committee (NCSG-PC):
The NCSG Policy Committee serves as a focal point for policy statements
issued in the name of the NCSG, organizes policy initiatives on behalf of
NCSG, and may provide policy research and guidance to NCSG GNSO Council
Representatives. Formation of the NCSG-PC, its composition, and duties
within the NCSG are set out in Section 2.5.
NCSG Policy Committee Requirements:
a. Has documented experience in ICANN policy-making processes, as well as a
demonstrated understanding of ICANN’s structure and mission, and of the
Policy Committee’s role and tasks.
b. Has contributed previously to the formulation of comments or statements
on behalf of the NCUC or the NCSG, and participated within the past 12
months on either the NCUC or NCSG mailing lists.

One full representative to the NCSG-FC
NCSG Finance Committee (NCSG-FC):
The NCSG Finance Committee is responsible for establishing a firm
financial footing for the NCSG and administering NCSG funds within a
defined framework that meets relevant legal requirements as well as
requirements imposed by ICANN. The NCSG-FC’s responsibilities include
fundraising, setting voluntary contribution levels for members,
determining procedures for the distribution of funds, and for monitoring
the utilization of funds. The NCSG-FC will also be responsible for the
Treasurer function. Formation of the NCSG-FC, its composition, and duties
within the NCSG-FC are set out in Section 2.6.
NCSG Finance Committee Requirements:
a. Has a depth of expertise in financial management, forensic accounting,
and/or budgeting.
b. Candidates should also highlight their practical understanding of
financial accounts, risk management, and understanding of auditing
processes, as well as any experience with grant seeking and/or fundraising.
