[NCUC-DISCUSS] Troika merge proposal

I'm something of a lurker myself, but it would seem to me that merging the
three constituencies would mean that the NCSG would be no longer a group,
but just a constituency itself, and thus would lose weight.
While at the same time the NCUC would lose the ability to speak with a
collective voice on such occasions it might differ from NPOC or whoever.
I could be mistaken but I seem to recall the main justification for NPOC
forming was a similar concern, mainly because they had different views over
trademarks issues.
