[NCUC-DISCUSS] Nomination of Louise Marie Hurel for the European NCUC EC seat

I support Louisa's nomination to the EC. She has proven to be an excellent
colleague, with much expertise and insight on every step she makes.

I can only hope to learn more from Louisa.
