Yes.  One person=one vote.  Small org=2 votes.  Big org=4 notes.  Only one ballot each.

I think this question have been popping up constantly and the answer, as far as I am concerned is that the organisations might have more weight to their votes than individuals, depending on the size. Therefore, final count of votes is more than the number of ballots submitted.
